how to make closed leg band for birds?

Can anyone tell me how to put letters in aluminum?
what i mean is Etching or engraving the aluminum.
what are the tools? where can i buy it?

You can buy an engraving/etching tool at most well stocked hardware stores as well as your local home improvement centers, though I am not sure that they will allow you to do what you want. These are primarily vibrating units that essentially scratch an object's surface.
What you would need would be a jeweler's engraving tool and they can be on the expensive side.
Commercially available leg bands are stamped, not engraved.
You might have a problem determining the correct size for each species you will be making bands for.
